I just thought I'd add a little more to this convo.
60% of the maximum working heart rate (basically 220 - your age) seems very low. It is low because it is the minimum intensity that you should be working at. There are three factors you have to consider - duration, frequency and intensity (intensity being measured by your pulse rate).
60% of max. HR is a minimum intensity, 20 minutes (continuous) is a minimum duration, and 3 times per week is a minimum frequency. If you are just starting out and plan on improving, you should only increase one of the above three at a time.
Unless you are in extremely poor physical (cardio-vascular) condition you should plan to start with 70% of max. HR, 20 - 25 minutes, for 3 days per week.
