I remember "Galactic Empire" on the Apple II, and liked it immensely.
It is more or less like your standard Humurabi game (rule farmers)
but instead of growing wheat, you are building a space fleet and
trying to take over the whole galaxy before the stardate 999.

There is a game on ftp.ulowell.edu which has the filename galactic.zip,
which is an interesting variant, but seems a bit slow and the interface
could do with some improvement.  If you like this type of games, then
galactic.zip is worth a look, but one word of warning, playing one simple
game could take hours (I know from experience!).
