  45. They should have the privacy act statement printed on the form. It
  46. appears that they have met obligations number 1 and 4. Since it is
  47. mandatory, it's not optional. And they explain quite well what the
  48. consequences are. Remember, possessing a drivers license is a right, not
  49. a privilege. I don't see why they need your SSN though.
