  13. The American party system is quite unlike any sort of parliamentary system
  14. known in Europe.  Party discipline is crashingly non-existent.

  16. As a defense maven, Aspin has to represent the more conservative American
  17. democrats.  Normally, the quite conservative Republican members of this
  18. committee (a minority of the committee, since Republicans are a minority
  19. in the House of Representatives) would simply back Bush.  Since there
  20. are enormous budget pressures on the Congress, the president's ideas
  21. often seem extravagant, and so when Aspin proposes measures which are
  22. economically rational, the Republican members may follow what they deem
  23. to be both economically and imperialistically prudent and vote with Aspin
  24. and the majority party.

  26. American politics is extremely confusing.  The documents should be findably
  27. through your local American Embassy.  They may even have them in their
  28. library.  At any rate, they should be reasonable if not free from an office
  29. in washington called the Superintendent of Documents (the office publishes
  30. them).
