- The American party system is quite unlike any sort of parliamentary system
- known in Europe. Party discipline is crashingly non-existent.

- As a defense maven, Aspin has to represent the more conservative American
- democrats. Normally, the quite conservative Republican members of this
- committee (a minority of the committee, since Republicans are a minority
- in the House of Representatives) would simply back Bush. Since there
- are enormous budget pressures on the Congress, the president's ideas
- often seem extravagant, and so when Aspin proposes measures which are
- economically rational, the Republican members may follow what they deem
- to be both economically and imperialistically prudent and vote with Aspin
- and the majority party.

- American politics is extremely confusing. The documents should be findably
- through your local American Embassy. They may even have them in their
- library. At any rate, they should be reasonable if not free from an office
- in washington called the Superintendent of Documents (the office publishes
- them).
