  11. I think that list of the Commandments of the Church was just a summary.
  12. It did not intend to give all the exceptions.  For a Catholic to marry
  13. a non-Catholic does, or at least did, require a dispensation from the
  14. local ordinary.  They may have been given rather routinely, but they
  15. still were required.  Since the list was headed The Commandments of
  16. the Church, and since the Church has the authority and power to modify
  17. any rule it makes, either by a general change or by dispensations in
  18. specific instances, the possibility of dispensations may have been
  19. thought to be implicitly stated in the heading.
