  16.  It used to be that way here in Arkansas.  Sometime during the last ten
  17. years, the state changed the traffic code.  Previously, pedestrians had
  18. right of way *everywhere*, and if one jumped out in the road and you hit
  19. him, you were at fault.

  21.  The new reg reads basically "pedestrians must not impede the flow of
  22. traffic."  Considerably better.  I guess every now and then things must
  23. change for the better.
