  17. ON 5TH ANNIVERSARY OF PALESTINIAN INTIFADA: 
  18. MEASURE OUTLAWING TORTURE WILL BE INTRODUCED

  21. TEL AVIV--At a press conference Monday in Jerusalem, sponsored 
  22. by the Democratic HADASH front, Tamar Gozansky, Communist member 
  23. of the Knesset announced that on Dec. 9 she would introduce a 
  24. bill on behalf of HADASH to turn the U.N Human Rights Charter 
  25. into law and to outlaw the use of torture during interrogations. 
  26. Dec 9 is the fifth anniversary of the popular uprising 
  27. (intifada) of the Palestinians against Israeli occupation.

  29. Although Israel has signed the Charter, she said, it never was 
  30. ratified by the Knesset and therefore, the use of torture by the 
  31. Security Services and police interrogators never has been a 
  32. criminal offense. According to recommendations of a special 
  33. commission headed by Supreme Court Judge Landau, interrogators 
  34. are free to use so-called "moderate physical and psychological 
  35. pressure" to extract information.

  37. MK Hashem Mahameed told the press conference that contrary to 
  38. official government figures, more than 1,500 Palestinians were 
  39. killed by Israeli army personnel and colonialists during the five 
  40. years of the intifada; over 100,000 were wounded and 100,000 
  41. detained or imprisoned. Among the slain Palestinians, 186 were 
  42. children, 51 of them below the age of 12.

  44. Mahameed said an increasing number of Israelis now know there is 
  45. no military solution to the Israeli-Palestinian conflict, that 
  46. peace cannot be achieved without full withdrawal from all Arab 
  47. territories occupied since 1967 and without negotiating with the 
  48. PLO, the sole recognized representative of the Palestinian 
  49. people.  He added that was why Yitzhak Rabin was elected, to 
  50. change things. Now, however, more and more people start to see 
  51. that Rabin is so far not fulfilling his promises.

  53. A statement by the HADASH Front--Jews and Arabs--stress that we 
  54. have continue to struggle for the realization of the intifada's 
  55. goals--peace, security and independence for both the Israeli and 
  56. the Palestinian peoples."

  58. Meanwhile, the Israeli Army sealed off the whole Gaza Strip 
  59. following the Dec. 8 incident in which Palestinian guerrillas 
  60. ambushed and killed three Israeli Army reservists. In a statement 
  61. on the incident the HADASH group in the Knesset said the stubborn 
  62. refusal of the Rabin government to respect Palestinian rights and 
  63. to confer with the PLO leadership is the real cause of the 
  64. continuing mutual bloodshed, in which Israelis as well as 
  65. Palestinians are falling victim.
