- UNIVERSITY CRISIS CONTINUES

- PORT-AU-PRINCE, Dec. 19 - The de facto government is pulling out
- all the stops in their attempt to totally control the state
- university.
- Perhaps its most offensive move was the appointment of coup
- d'etat supporter Gerard Bissainthe, as rector on Dec. 10.
- Bissainthe was the first de facto Minister of Information
- under Jean-Jacques Honorat. He is also known for his opposition to
- autonomy at the university and his longtime association with
- generals Henry Namphy and Williams Regala, engineers of the
- repressive structure here.
- Another move was the deployment of "attaches" (civilian thugs
- hired as military "assistants") and "siveye rapotes" ("watch and
- reports") at the university's colleges. They ripped down a protest
- banner at the "Faculte des Sciences Humaines."
- The regime has also mounted a media campaign telling students
- not to listen to fellow students and professors who are
- engaging in "wrongful activities."
- Last week Bissainthe announced the formation of a new student
- association, "F.I.E.N.E.H.," which is one letter different from
- the acronym of F.E.N.E.H, the association most critical of the de
- facto regime.
- The de facto regime also closed down a second college last
- week, the Ecole Normale Superieure (teachers' college), and
- arrested two students. Earlier in December, the regime closed the
- "Faculte des Sciences." It has announced both colleges will
- re-open with new enrollments directed by Bissainthe.
- Those colleges and the "Faculte des Sciences Humaines" all have
- democratically elected "Conseils de Direction." In late November,
- the de facto education minister, Max Carre, began the offensive
- against the university by disbanding the councils, seen as the
- last democratic institutions in the country.
- Carre also replaced the dean of the "Faculte d'Agronomie" on
- Dec. 1. When students held a demonstration that day, soldiers
- beat and injured at least 62 young people. Eighteen students are
- still missing. Despite the danger of repression, students
- continue to protest the regime's maneuvers and organize activities
- to prevent the regime from fully taking control.
- One recent important event was the Dec. 16 meeting of the three
- elected conseils de direction (made up of students and
- professors) at which members agreed to refuse any cooperation with
- the de facto regime, including Bissainthe.
