  24. Guatemalan Press Blasts Serrano
  25.  
  26. The Council for the the Defense of the Rights of Journalists in
  27. Guatemala responded on Dec. 14 to President Jorge Serrano's
  28. charges that the press was "destablizing the democratic system" of
  29. Guatemala. Serrano also reminded the press that he is the
  30. Commander-and-Chief of the army, and defended that institution,
  31. saying that "when an army is unjustly accused of murder, it is
  32. impeded from the possibility of carrying out its appropriate
  33. function with dignity." The Council denounced Serrano's "threats"
  34. against freedom of expression as well as his accusations that the
  35. press is responsible for "everything bad."

  37. The press considers that Serrano did not keep his campaign
  38. promises and pointed out his "acts of arrogance" such as the
  39. slight he showed to Rigoberta Menchu, Nobel Peace Prize winner, by
  40. not receiving her until three days after knowing about the award.
