This is somewhat misleading. According to Amigaworld, the
Amiga4000 (and I would imply that the 1200 too, since they have the same
GFx chipset) has a normal palette of 256 colors (out of 16.8mil) in all
resolution, and that 256,000 colors are achieved using HAM modes. This is
somewhat like saying that using the methods of Spectrum, the STe can display
4096 colors at once in all (but monochrome) resolutions.
