- I reached this conclusion from both a "gut feel" after reading the CMM documentation,
- as well as from the Hughs article

- Now 2 percent isn't a whole lot, but I believe that is 2 percent over whatever their
- overhead rate was to begin with. Hughes had already started down the road of
- establishing software processes and had a Software Engineering Technology Council
- that was supposed to do such work.

- to be someone out there from a level 3 or above group that has some experience
