  15. Each FTP site is most welcome to have its own policies, and I am not
  16. contesting wuarchives in any way.  I would like to point out,
  17. however, that I have decided on a very different route for Garbo. 
  18. One cannot download from our uploading directory.  We have
  19. deliberately prevented that.

  21. Why?  Because I want to assure the integrity, safety and quality of
  22. the programs that are available from Garbo, and because Garbo is not
  23. a hub for free traffic.
