  14.    "The University of Wisconsin Board of Regents rejected a controversial
  15. UW hate speech rule Friday.
  16.    The rule banned UW students from using racial epithets because they
  17. created a hostile learning environment.
  18.    In September, the regents suspended the rule because it was thought
  19. to violate the First Amendment right of free speech. Regents voted to
  20. reject the rule 9-7.[...]"
