  20. whether you were 'just about to send in the form' or not.
  21. You can't escape prosecution any more, even if you rush out immediately after
  22. a visit and buy a licence.
  23. Nor will you be offfered a 'buy one or face prosecution' option, they'll
  24. just prosecute you.
