- They can't fine you on the spot but they will prosecute you irrespective of
- whether you were 'just about to send in the form' or not.
- You can't escape prosecution any more, even if you rush out immediately after
- a visit and buy a licence.
- Nor will you be offfered a 'buy one or face prosecution' option, they'll
