  24. PROPOSED CONSTITUTIONAL AMENDMENTS AND LAWS REFERRED AND INITIATED

  28.     I, Natalie Meyer, Secretary of State of the State of Colorado, do
  29. hereby give notice that at the General Election to be held of the Third
  30. day of November, 1992 there will be submitted to the registered electors
  31. of the State of Colorado the question of amending the constitution of
  32. said state.

  34.     I, Natalie Meyer, do hereby certify that the following is a true copy
  35. of the title, text, summary, ballot title, and submission clause of a certain
  36. proposed constitutional amendment.
  37.  
  38.     The title as designated and fixed by the Board at a rehearing is as
  39. follows:
  40.  
  41.     AN AMENDMENT TO ARTICLE II OF THE COLORADO CONSTITUTION TO PROHIBIT
  42. THE STATE OF COLORADO AND ANY OF ITS POLITICAL SUBDIVISIONS FROM
  43. ADOPTING OR ENFORCING ANY LAW OR POLICY WHICH PROVIDES THAT HOMOSEXUAL,
  44. LESBIAN, OR BISEXUAL ORIENTATION, CONDUCT, OR RELATIONSHIPS CONSTITUTES
  45. OR ENTITLES A PERSON TO CLAIM ANY MINORITY OR PROTECTED STATUS, QUOTA
  46. PREFERENCES, OR DISCRIMINATION.

  48.     The proposed initiative Amendment to the Constitution of the State
  49. of Colorado (of which when fixed, shall be made or constituted a part)
  50. is as follows:
  51.  
  52. PROPOSED INITIATIVE AMENDMENT TO THE CONSTITUTION OF THE STATE OF COLORADO:
  53.  
  54. Be it Enacted be the People of the State of Colorado:
  55.  
  56.     Article 2, of the Colorado Constitution is amended by the addition of
  57. Section 30, which shall state as follows:
  58.  
  59.     NO PROTECTED STATUS BASED ON HOMOSEXUAL, LESBIAN OR BISEXUAL
  60. ORIENTATION.  Neither the State of Colorado, through any of its branches
  61. or departments, nor any of its agencies, political subdivisions,
  62. municipalities or school districts, shall enact, adopt or enforce any
  63. statute, regulation, ordinance or policy whereby homosexual, lesbian or
  64. bisexual orientation, conduct, practices or relationships shall
  65. constitute or otherwise be the basis of, or entitle any person or class
  66. of persons to have or claim any minority status, quota preferences,
  67. protected status or claim of discrimination.  This Section of the
  68. Constitution shall be in all respects self-executing. 
  69.  
  70.     The summary prepared by the Board is as follows:
  71.  
  72.     This measure prohibits the state and its political subdivisions,
  73. municipalities, and school districts from enacting, adopting, or
  74. enforcing any law or policy which provides that homosexual, lesbian, or
  75. bisexual orientation, conduct, practices, or relationships are the basis
  76. of or entitle any person or class of persons to have or to claim
  77. minority status, protected status, quota preferences, or discrimination.

  79.     The measure could require the expenditures of a minimum of $41,000
  80. by local governments to rescind existing ordinances in conflict with the
  81. measure.  The measure may result in an indeterminate increase in
  82. litigation costs and law enforcement costs for the state and local
  83. governments.

  85.     The ballot title and submission clause as designated and fixed by the
  86. Board is as follows:
