  14. Our library uses all kinds of devices to delay or decline access
  15. to library users and to people who work in the library system.
  16. In this case is it is documentation on the operation or organization
  17. of the library.  Archives of the institution should be collected
  18. as anything else and managed for access in accordance with those
  19. good principles about which we all know.  But one can find that in practice
  20. those good priciples are compromised by well meaning types who can
  21. use tactics of all kinds to make more out of what would only be an effective
  22. way to learn about the library, it's history and organizational
  23. culture.
