- I'd say they're being slowly forced out of it because cost bloat has
- gotten so bad that Congress will no longer tolerate it. They still
- see small projects as supplements to the megaprojects rather than
- replacements for them, though; it's only just starting to dawn on
- them that there won't be any more megaprojects.
