  18. I'd say they're being slowly forced out of it because cost bloat has
  19. gotten so bad that Congress will no longer tolerate it.  They still
  20. see small projects as supplements to the megaprojects rather than
  21. replacements for them, though; it's only just starting to dawn on
  22. them that there won't be any more megaprojects.
