  14.  Someone gave me a vague reference to a paper by Arakawa on a monotonic
  15.  upwind advection scheme that is supposed to have appeared in the Monthly
  16.  Weather Review. I have no idea which year though. Does anybody remember
  17.  even an approximate date? Does anybody know if Arakawa wrote any such paper?

  19.  The method is supposed to be that of Takacs(??) and is supposed to be
  20.  a 3rd order upwind scheme.
