  12. the fact that there is "no offside" on a goal kick 
  13. is the (primary?) reason why a center referee MUST
  14. be clear with his signals to that the trailing
  15. linesperson can know whether the upcoming kick from
  16. inside the penalty area is a goal kick or a free kick!
  17. If it is a free kick, then the (now) attackers must
  18. watch their position and the linesperson be alert for
  19. an offside violation.  If it is a goal kick, then
  20. the linesperson must not call offside on a long 
  21. clearing kick.
