  23. Sure, *IF* that was their motivation.

  25. The insurance industry doesn't care much about motorcyclists
  26. themselves, for the same reason EPA doesn't, we're noise to them.  The
  27. insurance industry *is* aware that in >75% of automobile-motorcycle
  28. accidents, the automobile is determined to be at fault.  They are aware
  29. of payments made on *automobile* insurance policies to injured
  30. motorcyclists.  They are also aware of the *fact* that in every state
  31. that has instituted helmet laws, the number of motorcycles on the road
  32. has decreased.

  34. Draw your own conclusions as to why they push so hard for helmet laws,
  35. but I for one do not believe it is because of the cost to them of
  36. unhelmeted injured motorcyclists.
