  22. The fact is that in states without helmet laws, 50% of motorcyclists NEVER 
  23. wear helmets. This makes me question the assumption that these Human Beings 
  24. are capable of making informed judgements on the issue. Not that I'm in 
  25. favor of helmet laws ...
