In Beijing Amateur Go school we did it in this way:
Students in the same level were put in one group(usually more than 10 students in a Kyo-level group). They played with one another until all met. Those who win 70% or more of the games would be changed in an upper level group, their rank would be increased of course, while the students who lost too many games, say 70% would be dropped to the lower one.
