  23.  I wondered this as well when I heard about Virginia's proposal ... I
  24. then began wondering if the state would refuse re-registration of vehicles
  25. of a certain or older age. They could do this if the buy-out proposal is
  26. not successful.  Frightening thought for the collector who wants to drive
  27. to the shows.
