  21. Well as Steve has pointed out in a recent debate which we will not resume,
  22. Gallifrey has rather sophisticated defences. In the Two Doctors,
  23. Dastari tells the Servalan Androgum that the TLs have "powers we haven't
  24. even dreamed of". I think any race would think long and hard before 
  25. attacking them.

  27. Sutekh's recognising the Time Lords means more than this by the way. He says
  28. after the Doctor gives Gallifrey's coordinates (10 0 11, 0 0 by 02 from 
  29. Galactic zero centre if memory serves), Sutekh says "it seems this planet is
  30. known to me".

  34. There is a lot of circumstancial evidence on this.

  36. In Image of the Fendahl, the doctor says the TLs time looped the 5th planet
  37. 12 million years ago.

  39. In the Hand of Fear, Eldrad, who had been banished 150 million years ago,
  40. regards the TLs as a semi legendary race who have achieved extraordinary
  41. things in dimensional engineering.

  43. In Time Flight, the Xeraphin seem to be aware of the TLs, this is about
  44. contemportary with Eldrad.

  46. In City of Death, Scaroth whose ship exploded in 400million BC according
  47. to the show (which is bizzare because the show says the explosion created
  48. life on Earth, and life on Earth is at least 3400million years older than
  49. that. Plus there was an atmosphere on the earth which is odd since life
  50. is believed to have converted the primitive atmosphere into the oxygen rich
  51. one we have today -at least for a little while longer. Maybe the explosion 
  52. sparked the Cambrian explosion, or they meant 4000million BC?) knows of
  53. the TLs.

  55. The non canon source Love and War, makes it clear that the TLs had the power
  56. to create Time loops when the Earth was still forming.

  58. Finally, In Genesis of the Daleks, the Time Lord who meets the Doctor on 
  59. ancient Skaro, remarks casually that the TLs had superceded primitive 
  60. technology like Transmat beams when the Universe was less than half its
  61. present size.

  63. I think we can safely conclude from this that the TLs and Gallifrey have
  64. been around for countless millions of years. In TOATL, the Doctor remarks
  65. that the Time Lords have gone through ten million years of decay,
  66. and says that races like the Sonatrans, Daleks and Cybermen are still
  67. in the nurserey compared to them. Further he says the TLs are the oldest
  68. civilisation. I don't think Rassilon came from earth!
