  24. Point of Information:  None of the mentioned groups are are subject to
  25. the raise in question.
  26.     Of course, "sort of people" casts your net wide enough to haul
  27. in any catch you want.  With the same logic,  one could point to a 
  28. police officer or fireman wounded or killed in the line of duty and 
  29. say these are the "sort of people" getting a raise.  Not germane in either
  30. case.
