  23. We have confirmed from reliable sources that Amilcar
  24. Mendez Urizar, leader of the Council of Ethnic
  25. Communities Runujel Junam and winner of the 1990 Robert
  26. F. Kennedy Human Rights Award and the 1990 Carter-Menil
  27. Human Rights Award, will be detained by the National
  28. Police upon arrival in Guatemala City on Sunday,
  29. November 22 at 6:35PM.

  31. There is a court order out for the arrest of Mr. Mendez
  32. after the public testimony of one Quiche youth, Alberto
  33. Calvo Gonzalez, who on October 23, claimed that Mr.
  34. Mendez was producing bombs for the insurgent Guatemalan
  35. National Revolutionary Unity (URNG).  The youth
  36. denounced Mr. Mendez in Spanish though reportedly Calvo
  37. Gonzalez only speaks Quiche.  Calvo Gonzalez was
  38. presented to the court to make his statements
  39. approximately 24 hours after he was taken by the
  40. National Police on October 22, though Guatemalan law
  41. claims that a person detained must be exhibited six
  42. hours after his detention.  Mendez reported that Calvo
  43. Gonzalez had been subject to psychological torture.

  45. Mendez will be accompanied to Guatemala by a United
  46. States delegation which has been organized by the
  47. Kennedy Center for Human Rights, including Kerry
  48. Kennedy Cuomo, Director of the Kennedy Center for Human
  49. Rights; Representative Peter Kostmayer;  Karl Rhodes,
  50. Assistant to Representative Elliot Engels; Steven Kass,
  51. Vice President of Americas Watch; Charles Norchi,
  52. Lawyer and Director of the International League for
  53. Human Rights; Felipe Gonzalez of the International
  54. Human Rights Law Group and Alice Jay, delegate from the
  55. Kennedy Center for Human Rights.

  57. The mission of the delegation is to:

  59. Daccompany Mr. Mendez to Guatemala and act as an
  60. international presence in the face of his probable
  61. detention; 
  62.  
  63. Dattempt to demonstrate that the detention is not only
  64. unjust but unnecessary as Mendez is returning in an
  65. attempt to prove his innocence before Guatemalan
  66. courts;
  67.  
  68. Dinvestigate this case and other similar cases wherein
  69. Guatemalan government officials have accused Amilcar
  70. Mendez and other human rights activists of following
  71. the policies of the URNG.   [This tactic was blatantly
  72. demonstrated last week when in referring to the
  73. Guatemalan human rights activists participating in
  74. GHRC/USA's  November 13-15 Confronting the Heart of Darkness: An
  75. International Symposium on Torture in Guatemala,
  76. Minister of Defense, Jose Garcia Samayoa stated that he
  77. "reserved the possiblity of bringing to trail the
  78. supposed instruments of the insurgents."  Garcia
  79. Samayoa expressly mentioned Amilcar Mendez, Factor
  80. Mendez and Ronalth Ochaeta as following URNG proposals
  81. and participating in a campaign to defame the
  82. Guatemalan government.  President Serrano later upheld
  83. the statements made by Garcia Samayoa.

  87. DContact your Congresspeople and Senators today asking
  88. them to send letters to President Serrano denouncing
  89. the detention order for Amilcar Mendez;
  90.  
  91. DSend telexes and faxes immediately to President
  92. Serrano stating that the international community is
  93. vigilant, and will hold the Guatemalan government
  94. responsible for the safety of Amilcar Mendez.

  97. IMMEDIATELY IF AMILCAR MENDEZ IS DETAINED BY SENDING
