  13. I followed the instructions in INSTALL up to the point where it says to run
  14. cvsinit.  Since I wanted to put the source repository in a directory where
  15. I do not have perms, I became root to run cvsinit.  I then set $CVSROOT and
  16. tried to import the cvs source, but the perms in $CVSROOT were not set
  17. properly.  How SHOULD they be set?
