  13.     At Rev. 23.3.R24 2 new options have been added to the
  14. ERROR_NOTIFY environment directive.  According to the UPINFO file,
  15. they are:

  17. -No_System - no messages to console
  18. -FREQuency n - number of messages to "skip".  This is like "send
  19.                every (n + 1)th message".
