  32.   If he really has his PSU disconnected from the motherboard and all
  33. the drives, it probably isnt comming up because it has no load.  Switching
  34. power supplies are like that.  Find some load resistors and load down
  35. the +5 and +12 with an amp or so of current draw out of the supply and
  36. then try to turn it on again.

  38.   Most PSU's also have a overvoltage circuit to shut down itself if current
  39. draw goes thru the roof.  But I would bet that he is seeing the no load
  40. problem.
