  21. The chairman of a powerful committee or Speaker of the House will always
  22. be ten times more powerful than other members.  If I have five years in
  23. the house and you have four and I become chairman of the Budget committee,
  24. I have infinitely more power than you do, even though there is little
  25. difference in seniority.

  32. It's not a linear progression.  Someone with 10% more seniority is not
  33. just 10% more powerful.  They could be just as powerful or (if they are in
  34. charge of a committee) they could be 10X more powerful.

  36. You're right in that this may spread the pork around more.  West Virginia
  37. will stop getting billions of dollars worth of pork.  But that doesn't
  38. mean the total "pork bill" will decrease.

  43. Have you ever heard me say that?  I think the limit on Presidental terms 
  44. should be done away with as well.  I suspect a lot of people would have
  45. rather had Reagan in for another 4 years if Bush and Dukakis were the
  46. alternatives.

  52. That's the whole point isn't it.  Why not let the voters decide each
  53. election who the "best and brightest" are instead of passing some blanket
  54. rule about who can and cannot be elected.  If the people really want to
  55. make it work, they can vote for the right people.
