- The chairman of a powerful committee or Speaker of the House will always
- be ten times more powerful than other members. If I have five years in
- the house and you have four and I become chairman of the Budget committee,
- I have infinitely more power than you do, even though there is little
- difference in seniority.

- It's not a linear progression. Someone with 10% more seniority is not
- just 10% more powerful. They could be just as powerful or (if they are in
- charge of a committee) they could be 10X more powerful.

- You're right in that this may spread the pork around more. West Virginia
- will stop getting billions of dollars worth of pork. But that doesn't
- mean the total "pork bill" will decrease.

- Have you ever heard me say that? I think the limit on Presidental terms
- should be done away with as well. I suspect a lot of people would have
- rather had Reagan in for another 4 years if Bush and Dukakis were the
- alternatives.

- That's the whole point isn't it. Why not let the voters decide each
- election who the "best and brightest" are instead of passing some blanket
- rule about who can and cannot be elected. If the people really want to
- make it work, they can vote for the right people.
