- In Proclamation 2352 (Sept. 8, 1939), USA Pres. Roosevelt
- proclaimed a "national emergency ... within the limits of
- peace-time authorizations."

- In Proclamation 2487 (May 27, 1941), USA Pres. Roosevelt (half a
- year before USA entry into the war) proclaimed "an unlimited
- national emergency".

- In Proclamation 2914 (Dec. 16, 1950), USA Pres. Truman proclaimed
- a "national emergency".

- In Proclamation 2974 (April 28, 1952), USA Pres. Truman proclaimed
- the "termination of the national emergencies proclaimed on
- September 8, 1939 and May 27, 1941."

- Questions:

- Why did USA Pres. Truman proclaim a national emergency in 1950
- when the USA was still in an "unlimited" national emergency?

- I didn't notice any proclamations or executive orders (by USA
- Pres. Truman or any of his predecessors) terminating the national
- emergency proclaimed in 1950 - has that national emergency lasted
- 42 years?

- Two more facts:

- In paragraph A of Proclamation 4074 (Aug. 15, 1971), USA Pres.
- Nixon proclaimed a national emergency; paragraphs B and C imposed
- supplemental import duties.

- In Proclamation 4098 (Dec. 20, 1971), USA Pres. Nixon terminated
- paragraphs B and C of Proclamation 4074, but let paragraph A
- stand.
