    The fact that Israel has a no default record is because they have
been able to pay back their loans.  The loan guarantees are provided to
insure if Israel is unable to pay back the loan, then the US would... a
situation that (to the best of my knowledge) has not occured.)

    In Other words... the US money has not been 'given' to Israel EVER
due to Israel's inability to pay back the loans.  The guarantee is used so
the interest rates won't be so high.  No US money has been spent in this
transaction... only promises...
