  14. I propose the following child support legislation.
  15.    1. The courts should continue to award primary 
  16.       custody to only one parent.
  17.    2. The courts should divorce the parent who did
  18.       not receive the primary custody from his 
  19.       children -- thereby terminating both his/her 
  20.       rights (visitation) and duties (child support).
