  33.    It seems to me that the primary responsibility for studying impacts is
  34.    with whoever is requesting a change in the status quo.  In this case,
  35.    it would be those who propose drilling.
  36.    If environmentalists suggest some cleanup procedure for
  37.    some long-standing pollution problem, then they would be obliged to
  38.    study the impacts of the cleanup.

  44. i.e. a way of making a living, as something calling for impact
  45. studies.
