  26. leaves it up to states to do so, if they wish.  So Chris Long

  32. Other messages promoting FOCA as a compromise are similarly 
  33. insincere.  Except for the Maryland and Washington laws,
  34. FOCA is the most draconian pro-choice law ever promulgated
  35. in the USA that I know of.
