- The total money spent on publicity for the HL-20 almost certainly exceeds
- the money spent on actual technical work. To date, it barely qualifies
- as a design sketch. The mockup was built on a shoestring by a university.
- Lockheed's study contract is tiny, a "does this look reasonable?" study
- rather than a detailed design effort. There is no schedule, no flight
- date, and no commitment to any sort of full-scale development. This kind
- of small study gets done all the time; mostly it never goes anywhere.
