- GB has not cut the NIH budget as suggested by the crass statement
- of the original poster. IN FACT his proposed budget was cut by
- Congress. Check it out. Allan Bromley, dir of OSTP, has called
- for an increase of 7 percent in Biotek over the current year.
- There is the Bush proposal. I do not known about Clinton. But as
- he promises everthing to everyone I'm sure he's for increased spending
- in biotek.

- At the Earth summit biotek was viewed as a preserve of the rich
- countries which could only creat more problems for the developing
- countries. UNCED wanted to impose restrictions, essentially creating
- an environment where American Biotek is not reviewed and regulated by
- Americans but by an international agency. It is worth noting that
- Al Gore supported this.
- This is consistent with his history of conflict with this area of
- science. In the 1970s he was one of the Congressmen terrified, in
- a Rifkenesqe manner, by the possible unimaginable dangers of
- recombinat DNA. Luckly cooler heads pervailed. In his book,Earth in
- the Balance, he calls for "the rigorous and sophisticated technology
- assessment" panal to pay close attention to the costs and risks
- associated with new technology. Code words for bureaucratic super-
- structure.
- Al Gore's fundamentalist Christian philiosphy may be the underlying
- reason for his mistrust of Biology. I doubt that Human Gene Therapy
- will proceed at its current rate under his appointees.
