  18. The ER isn't a money maker at most hospitals but a money loser.
  19. Too many of the patients who use the ER are indigent and often
  20. the hospital has to swallow the costs of their treatment.  In
  21. addition, by maintaining an ER, hospitals provide a door for
  22. indigents to enter their hospital, incurring even more unrecoverable
  23. costs.
