- Why not? It seems to me that the best time to add navigational aids to
- highways would be when you're already working on them anyway. The marginal
- cost of adding such a system, given that you're already shutting down lanes of
- the highway and repairing/resurfacing them is a lot less than it otherwise
- would be.
