  27. Why not?  It seems to me that the best time to add navigational aids to
  28. highways would be when you're already working on them anyway.  The marginal
  29. cost of adding such a system, given that you're already shutting down lanes of
  30. the highway and repairing/resurfacing them is a lot less than it otherwise
  31. would be.
