- to drum up support for a project to build waste reception
- facilities for cruise ships plying the eastern caribbean at an
- environmental meeting to be held in this capital city next month.

- but already, signs are that the financial institution will
- have a hard time convincing members of the caribbean conservation
- association (cca), the convenors of the meeting, that such a
- facility is necessary or that it will not expose the region to
- harm and exploitation.

- in a press release this week, the cca warned utssmembers that
- the world bank plan made no distinction between ship borne and
- ship generated waste and therefore the region could end up being
- a dumping ground for foreign refuse.

- generated and ship borne waste.

- which plied the waters of the caribbean searching for a country

- that it calls for a change in regional laws to facilitate the
- islands' taking foreign waste and that most of the funds
- available from the world bank for the plan will be offered as
- loans.

- can afford to become financially indebted in the cause of
- receiving other countries' waste,'' the release said.

- will contribute 25 million u.s. dollars to the 72 million u.s.

- bank for reconstruction and development are expected to
- contribute 20.5 million u.s. dollar, other donors a total of 15.
