- As everybody knows, NTP Version 3 is not an exportable commodity,
- due to inclusion of DES encryption routines. Export of this and
- certain other technologies is forbidden by U.S. Commerce
- Department regulations. I am happy to announce a new version
- of xntp3 which conforms with these regulations. It is called
- xntp3.export.tar.Z and is identical to xntp3.tar.Z, except that
- the single routine authdes.c has been encrypted using DES and
- called authdes.c.des. A dummy routine which allows xntpd to
- function normally, but without the authentication feature,
- is called authdes.c.export. Versions intended for U.S. distribution
- have the decrypted version for authdes.c, while versions intended
- for export have the dummy routine.

- At the moment both the domestic and export versions of xntp3 will
- be resident on louie.udel.edu; however, in the near future I
- will remove the domestic version and only the export version will
- be available. Domestic users can still get the decrypted version
- of authdes.c by sending me a postcard with U.S. postmark and
- giving the electric mailbox I can send the decryption key to.
- The recipient will need the Unix des program or equivalent in order
- to do this. Other ways are possible, of course, but this is the
- slickest (credit to Dave Feldmeier).

- changed in many moons and probably won't in future.
