  13. I am running SAS 6.07 with VAX/VMS 5.5...

  15. Does anyone know of a good way of merging two data sets in an all combinations
  16. merge for the by-variable when there are duplicates of the by variable in both
  17. data sets to be merged and no other variable in common??  If I have three
  18. observations of a by-variable value in the first data set and 4 in the second,
  19. the final data set needs to have 12 observations with that value..
