  19.   Russ Coombs and I have been working with the National Center For
  20. Missing and Exploited Children to distribute GIFs of Missing children
  21. since November 1990.  I am part of an organization in Universal City
  22. Texas called the Heidi Search Center which was founded following the
  23. abduction and murder of an 11 year old girl in San Antonio, TX in Aug.
  24. 1990.

  26.   Since we have been distributing the GIFs the following children have
  27. been found.  These findings cannot be attributed to the GIFs anymore
  28. then they can to pictures on milk cartons.  The important thing is that
  29. caring people such as yourselves are working to end this problem.
