  17. Well, it's hard to see how you computed the "efficiency" number, but
  18. it seems to be a ratio of outgoing bytes over incoming bytes? If so,
  19. you've got a measure that rewards hubs for passing around lots of
  20. overhead more than rewarding leaves that are serving lots of users. It
  21. is a good start for a measure because it gives a low score to servers
  22. that have no users and are not hubs. But people should keep in mind
  23. the limitations of this method.
