"Is the cable from a VIC-20 to the RF converter
box a standard composite TV signal?"
Yes.
Back in 1983 when I purchased my 1701 monitor, it came with a 5-pin DIN
to dual RCA cable that plugged into my VIC-20 and the front (composite
& audio) inputs on the 1701.
However, an examination of the pinout of the video jack on the VIC-20
reveals both "video hi" and "video lo" outputs. I assume one this refers
to high and low impedance, and that one is for use only with the
modulator, while the other is for use for standard baseband composite
video output. I would have to find the old cable that came with my 1701
and buzz it out with a multimeter to tell you which it used.
