  5.   Modem Speed-meter needs to hook inside of the Windows 3.1
  6. communication functions. It is therefore dependent on the
  7. operating system.

  9.   The communication  functions of  Windows 95 are somewhat
  10. different from Windows 3.1 functions and so Modem
  11. Speed-meter version 2.0 does not support Windows 95.

  13.   However, if you are using a Windows 3.1 communication
  14. program with Windows 95, chances are that Modem Speed-meter
  15. may work. If so this is because Windows 95 is smart enough
  16. to emulate the Windows 3.1 communication functions. If this
  17. is your case you are lucky. Anyway it is not supported.
