LOTUS DOMINO DEMONSTRATED
AT APRIL 2ND MEETING
The next meeting of the Tampa Bay OS/2 Users' Group will be held Wednesday
evening, April 2nd at IBM's LakePointe offices in Tampa.
PRE-MEETING (6:00 - 7:00)
Our pre-meetings this year will be focusing on "Enhancing the Use of OS/2";
this month, we will concentrate on installing Fix Pack 1 for OS/2.
MAIN MEETING (7:30 - 9:00)
Our featured speaker will be Gary Flanagan from U.S. Technologies who will
discuss and perform a demonstration of "Lotus Domino".

The registration fee for dinner is $7 for members who pre-register;
$8 for pre-registered guests. Please make your reservations early (no
later than March 28th). The registration fee for those who do not
pre-register is $8 for members and $9 for guests. NOTE: If you have
a "standing" reservation for monthly meetings it is not necessary to confirm
reservations (except to cancel). For cancellations, please call no later
than two days prior to the meeting. See the meeting registration form to

PRESIDENT'S MESSAGE
NO MEMBERSHIP, NO PRIZES
In the past, when we have had drawings for software or other items
provided by vendors or IBM, we have not placed restrictions on who
could win the items. If you were present and your name was drawn,
you won. In reviewing that policy, we feel that we will better
better serve our members by restricting the drawing to TBOUG current
members who are present. So, from now on, if you want to win, you
must be a paid up individual or corporate member. If you have not
renewed your membership, dues are past due. Please contact our
Treasurer, Fritz Foster (813/341-1444-answering machine;
813/384-3900-voice; E-Mail: AFoster704@aol.com), to either make
arrangements to pay or, even better, attend our April 2nd meeting
and pay then.
CORPORATE MEMBERSHIPS
Corporate memberships are $200 per year and covers all attendees
in the subscribing organization. If you were previously covered by
a corporate membership and that membership has not been renewed, you
must either arrange for the Corporate membership to be renewed or
join as an individual member. Annual dues for individual members
are $20.00. To date, only one Corporate membership has been renewed,
and that was by Catalina Marketing. We strongly encourage any
organization who is a user of OS/2 or who has several employees who
want to join the Tampa Bay OS/2 Users' Group to subscribe to a Corporate
Membership now.
MEAL RESERVATIONS
Since its beginning, TBOUG has worked to provide a quality membership
experience for its members. One of the ways this was originally done
was to provide a catered hot meal for members at a reasonable price.
Last year, we experienced several months where the number of meals
ordered to meet the minimum specified by the caterer were not purchased.
Either individuals planning to attend the meeting made reservations, did
not attend and did not cancel the reservations, or not enough people
signed up for the meals. Each time we did not reach the minimum, it
caused a shortfall that had to be covered by the treasury. To bring
this under control, we changed caterers, went to sandwiches with potato
salad, fruit, chips, cookies, etc., and reduced the number of meals
ordered. This tactic was successful for a while. Last month however,
we experienced the problem again. Several reservations were not canceled
and we literally, "ate the cost."
To prevent losses in the future we are now implementing the following
policies:
a. If you do not make a reservation a meal will not be ordered for you.
b. If you make a reservation, you do not cancel it in advance and you
do not attend the meeting, you will be charged for the meal.
c. If you have a standing meal reservation, you do not cancel it, and
you do not attend the meeting, you will be charged for the meal and
your standing reservation will be canceled until the meal charge is paid.
The meals currently being offered are an excellent and convenient value
at $7.00. Everyone is encouraged to take advantage of this membership
benefit. If the number of people ordering meals continues to drop, we
will be faced with stopping the meals. We honestly do not understand
why more people do not eat the meals. If you have an answer to that
question, please let me know.
HAPPY BIRTHDAY OS/2
April 2, 1997, the day of our next meeting, is an important date. It
marks the tenth anniversary of the release of OS/2. Despite the many
reports of its imminent demise in the trade press, it is still going
strong and providing outstanding support. To mark the occasion we will
be celebrating with an OS/2 Birthday Cake. Come join us for some
complimentary cake. Better yet, come to the meeting, join the users
group and perhaps go home with a great software package under your arm
as your OS/2 birthday present.
WHAT HAPPENS TO MY MEMBERSHIP DUES?
The $20.00 you pay for your annual TBOUG membership is an outstanding
value. Perhaps you have wondered what happens to that money. If you
would like a detailed report, you can see our Treasurer Fritz Foster and
he can show you our annual report. Listed below are some of the items

COMMITTEE MEETINGS
The format for Committee Meetings is changing. Instead of three different
committees meeting at the same time, we are consolidating the committees
into one committee dedicated to "Enhancing the Use of OS/2." The scheduled
6:00 P.M. Committee presentation for April 2 will be Installing Fix Pack 1.
Don't miss it.

VOLUNTEERS
We need three current members to audit our books for last year as required by
our by-laws. Fritz Foster reports he is ready and the audit should not take
long. If you can help the users group by giving a few minutes of your time to
help with the audit please see me at the next meeting or e-mail me.

we have added many things. Currently, it includes:

This Internet site is made available through the generous support of

(and TBOUG member). This Internet site is powered exclusively by OS/2
Warp Server. To suggest improvements to the web page, contact Tim Bryce
(TimB1557@aol.com) who maintains the pages for us.
CRYSTAL BALL
Where is OS/2 going? What's happening with it? Is it dead? These are frequent
questions. OS/2 is still being funded at the same level (approximately $150
million according to Computer Reseller News). IBM management has continually
expressed its strong support of the product. Updates and enhancements for
the rest of this year are being prepared and will be released electronically
as they are ready. A major upgrade is expected in early 1998. This doesn't
sound like a dead product to me. However, from what I see in my cloudy crystal
ball, emphasis is changing. The new directions are network computing and
JAVA. Obviously, if a software vendor can write software once and run it on any
platform, that vendor is better off in terms of market than if it is constrained
to one segment. That is the purpose of the JAVA initiative. Write code once and
run it on any platform. The phenomenal growth of the Internet has opened new
vistas for many. Networking has been IBM's strong suite for years. What I see
is movement toward better networking and applications using OS/2 and JAVA.

TAMPA BAY OS/2 USERS' GROUP
MEMBERSHIP APPLICATION
The Tampa Bay OS/2 Users' Group (TBOUG) is a not-for-profit, vendor-independent
association dedicated to the effective use of IBM's OS/2 operating system.
Members of TBOUG are OS/2 licensees from around the Tampa Bay area of
Florida. There are two types of membership in the user group:
CORPORATE MEMBERSHIP allows a company to sponsor many employees to attend
user group functions. There is one (1) vote associated with a corporate
membership and the company must appoint an official voting delegate. The
price for an annual corporate membership is $200.*
INDIVIDUAL MEMBERSHIP allows an individual to join the user group and
entitles him/her to the same rights and privileges as the corporate
member, except the individual has a one-tenth (1/10) membership vote.
The price for an individual membership is $20.*
* Membership fees are prorated on a quarterly basis (operating year
is January to December).
The association is governed by a set of bylaws and an Executive Board.
Members can attend meeting functions (monthly meetings and committee
meetings) at discounted rates, and are provided free access to the user
group's Bulletin Board Service (BBS). Membership applications should

SUPPORT FOR OS/2 WARP 3
I've received several questions about technical support for OS/2 Warp Version
3, so I'd like to summarize the answers in this notice.
Whenever IBM releases a new version of any PC software, there's a "service
period" listed up front. That period is the minimum amount of time that
particular version will have IBM services available (including standard
contracts for IBM Software Support by telephone). We list these "end of
service" periods on the Internet, among other places, at
http://ps.software.ibm.com (the IBM Software Support home page). All software
vendors discontinue support for older versions at some point -- we just happen
to be up front about it so you have better information.
Service periods can (and often are) extended, and telephone support is often
available for products that are out of their service life (for an extra fee),
but you can use the dates provided to help plan version upgrades so that you
don't go without the option of IBM Software Support. Also, IBM releases new
versions well within the service period of previous version(s), so you have
plenty of time to upgrade. IBM does NOT discontinue support for previous
releases the same day a new release is available.
OS/2 Warp Version 3 (including OS/2 Warp Connect Version 3) is approaching its
published end-of-service life (September, 1997). What does that mean? Quite
simply, it means that buying a contract for IBM technical support for OS/2
Warp Version 3 will get much more expensive starting about October 1, 1997,
barring any extension. (If your support contract specifically extends beyond
this date already, please disregard.) It does NOT mean that IBM will stop
making available Service Packs and other fixes for OS/2 Warp Version 3 through
its web site (http://ps.software.ibm.com). However, it is likely that new
fixes will not be developed, that new releases of software (such as Netscape
Version 4 for OS/2 Warp) will not operate on OS/2 Warp Version 3, and that new
IBM PCs (ThinkPads and desktops) will not be specifically tested and certified
with OS/2 Warp Version 3.
So, consider this notice a polite reminder and a gentle warning. Now's the
time to plan for OS/2 Warp Version 4 (and OS/2 Warp Server Version 4). And if
you're still two versions back (OS/2 Version 2.1x or earlier), consider this a
double warning!
What can you do to make an upgrade go as smoothly (and inexpensively) as
possible? Here are some suggestions:
1. Sign up for IBM Software Support (by telephone). There's a "Service and
Support" card in the OS/2 Warp Version 4 package. Ask about IBM telephone
technical support (and the price), so that you'll have help when you need it.
The price varies depending on the number of IBM software products you'd like
to cover, how many people get to call IBM Software Support, whether you need
support during business hours or 24 hours per day, and whether you'd like "per
incident" or unlimited telephone support.
2. If you are getting several copies of OS/2 Warp 4 (and perhaps other IBM
software titles), ask your IBM software dealer about the IBM Software
Advantage program. Software Advantage provides discounts when you purchase
$20,000 (or more) worth of IBM-brand PC software. If you personally don't
purchase that much, you might still be able to get together with other
departments at your university, company, or other organization to qualify for
the discounts. (These discounts are above and beyond those normally found when
purchasing single copies through most resellers.)
3. If you do sign up for Software Advantage, you can also sign up for the
Upgrade Protection Option. Would you like every new version of OS/2 Warp,
including planned interim feature enhancements like Java 1.1, for the next two
years, for less than the price of a single upgrade? Or any other IBM-brand
software product (excluding Lotus and Tivoli)? Then ask about Upgrade
Protection so you won't have to worry about service periods. As long as you
have Upgrade Protection, you'll always get the latest versions.
4. Collect all the FixPacks and other information you need on the new version
BEFORE you start rolling out OS/2 Warp 4. For example, FixPack 1 (required
for Lotus SmartSuite 96 for OS/2 Warp) and TCP/IP Version 4 fixes are
available at the IBM Software Support home page (http://ps.software.ibm.com).
If you have MWave (such as on IBM ThinkPads) you'll need APAR JR09494, an
updated MWAVEVDD.SYS file. You may also need certain device drivers. These
may be found on the Device Driver CD that comes with OS/2 Warp 4, and updated
drivers may be available through the Internet web links from this CD.

5. Get the technical manuals you need. You can find descriptions of IBM
"redbooks" (technical manuals) on the Internet at
http://www.redbooks.ibm.com/redbooks.
6. If you do experience problems installing or using OS/2 Warp 4, report the
problem as quickly as possible through IBM Software Support (mentioned above).
The sooner you report the problem, the sooner a suggestion (or fix) can be
offered. That way you won't delay any roll out unnecessarily.
7. If you're affiliated with a university, college, or other educational
institution (U.S. only), stop by Indelible Blue
(http://www.indelible-blue.com/ib) to check on academic pricing for OS/2 Warp 4.

10. New seats would require everyone to have the same butt size.
9. We would all have to switch to Microsoft gas.
8. The U.S. government would get subsidies from an auto-maker -- a first.

replaced by a single "GENERAL CAR FAULT' warning light.

reliable, five times as fast, and ran on only 5% of the roads.

Section A The name of this organization shall be the "Tampa Bay OS/2 Users'

1. To provide a forum for OS/2 users in the Tampa Bay area of Florida.
2. To promote the effective use of OS/2.
3. To provide a formal communications channel between the members and
the OS/2 vendor, IBM.
4. To provide a vehicle to communicate with other OS/2 related
user groups.
Section B Achievement of the objectives shall be accomplished by:
1. Planning and conducting meetings of the Association.
2. Developing and maintaining an electronic messaging system (e.g.
"bulletin board" and/or "group ware") to facilitate the exchange of
ideas and communications between members. Such a service is to
act as a "clearing house" for its members to research OS/2 related
subjects and problems, disseminate pertinent news, and share public
domain software.
Use of such electronic services is made available to Association members
on a strictly voluntary basis and at their own risk. The Association and
the Executive Board will not be responsible for any direct, indirect,
incidental, special or consequential damages including, for example,
loss of profits resulting from the use of the "bulletin board" service or
software obtained from the service, even if the Association has
been advised of the possibility of damages.
3. Developing and maintaining a list of suggested modifications/improvements
to OS/2 for consideration by IBM.
4. Developing and maintaining a list of problems ("bugs") associated
with OS/2 for correction by IBM.
5. Developing and maintaining a list of suggested standards pertaining to
OS/2 for consideration by IBM.
6. Developing and maintaining a list of members of the Association.
7. Developing and maintaining a reference library of Association related documentation (e.g., minutes of board meetings, published proceedings,
committee reports, membership lists, etc.).
8. Voluntary participation in OS/2 promotional activities (e.g., seminars,
exhibitions, demonstrations, etc.).
ARTICLE III MEMBERSHIP
Section A Classes of Membership
1. There will be two classes of membership, a Corporate Membership, and
an Individual Membership.
2. Each Corporate Membership is entitled to one (1) vote.
3. Each Individual Membership is entitled to one tenth (1/10) of a vote.
Section B Qualification
1. A membership may be held by any company, organization, or
individual with an OS/2 license.
2. Qualification for membership shall be automatic unless in the judgment
of the Executive Board this membership would not be consonant with the
spirit of the Association.
Section C Application
1. Application for membership must be made by writing to the Secretary
of the Association.
2. The application for Corporate Membership shall designate an
individual to serve as that corporation's voting delegate. The member
corporation may designate its delegate at any time by written notice
to the Secretary.
3. The Executive Board shall promptly act to accept or reject an application
for membership.
Section D Fees
1. An annual membership fee will be established by the Executive
Board to cover the operating expenses of the Association. The
membership fee is payable to the Treasurer at the time of applying
for membership. If membership application is rejected, the fee will
be returned to the applicant.
2. Registration fees will be used to cover the cost of meetings. The
amount of the fee will be established from time to time by a
committee consisting of the Secretary, Treasurer, and the
Program Chairman and submitted by that committee to the
Executive Board for approval. The registration fee is payable to
the Treasurer or other designated agent and is payable by each
person attending the meeting (with the exception of guests of the
Association).
Section E Termination of Membership
1. Membership terminates when qualification for membership ceases to
exist.
2. A membership may be terminated by notification in writing to the
Association Secretary from the corporate delegate of a Corporate
Membership, or an individual for an Individual Membership
3. Membership shall expire on January 1 of each year unless the
member's annual fee is received by the Secretary prior to that date.
4. The Secretary will notify the member by letter that such termination
has occurred. Re-instatement may be requested by letter to the President.
ARTICLE IV GOVERNMENT
Section A Executive Board of Directors
1. Executive Board - The government of this Association shall be vested
in the Executive Board, which shall consist of nine members.
2. Officers - The executive officers shall be: the President, the Vice-
President, the Secretary, and the Treasurer.
3. Executive Board Members - The Executive Board shall consist of the
executive officers, acting ex officio in their respective capacities, the
immediate Past President, and sufficient additional members to total
nine.
4. The tenure of an officer or Executive Board member shall terminate if the
incumbent becomes ineligible to hold office.
5. A majority of the Executive Board is a quorum.
Section B The President shall:
1. Be the principal executive officer.
2. Participate as an executive officer of the Executive Board of the
Association.
3. Provide for committees as described in Article VII.
4. Preside over all formal meetings and Executive Board meetings of the
Association.
5. Be ex officio a member of all committees.
6. Provide for the discharge, pro tempore, of necessary functions in the
event of the absence or incapacity of a member.
7. Call all Executive Board meetings.
Section C The Vice President shall:
1. Participate as an executive officer of the Executive Board of the
Association.
2. Be of official service to the President.
3. Perform the duties, pro tempore, of the President in case of Presidential
absence.
4. Act as Chairman of the Program Committee.
Section D The Secretary shall:
1. Participate as an executive officer of the Executive Board of the
Association.
2. Publish and maintain the minutes of Executive Board meetings.
3. Be responsible for all official publications of the Association.
4. Maintain the membership roster and make copies available for
formal meetings.
5. Be responsible for all official correspondence with IBM.
6. Participate in the recommendation of registration fees for
meetings of the Association. This responsibility is jointly
held by the Secretary, the Treasurer, and the Program Chairman.
Section E The Treasurer shall:
1. Participate as an executive officer of the Executive Board of the
Association.
2. Be responsible for all monies of the Association.
3. Maintain all accounts and handle all financial transactions of the
Association and prepare and issue to each member an annual
financial statement of the Association.
4. Prepare and maintain an operating budget by fiscal year for the
Association. An approval of the budget by the Executive Board is required.
5. Arrange for an annual audit of the financial accounts of the Association.
An Audit Committee consisting of at least three (3) members of the
Association will be appointed by the President. Said committee will
review their findings with the Executive Board for approval.
6. Participate in the recommendation of registration fees for
meetings of the Association. This responsibility is jointly
held by the Secretary, the Treasurer, and the Program Chairman.
7. Collect all fees pertaining to membership and registration for
meetings. The Treasurer may appoint a member to collect
fees in the event of his/her absence.
Section F Scope:
The duties of the Executive Board and the officers shall include but not be
restricted to those named in this article.
ARTICLE V Nomination and Election
Section A
1. The Nominating Committee shall present a slate of candidates for each
office at the last scheduled public meeting of the Association. This
committee will be chaired either by the Past President or a delegate
member appointed by the President.
2. Additional nominations may be appended to the slate of officers upon
receipt by the Nominating Committee, before the close of the meeting, of a
petition signed by seven (7) delegate members. No delegate may sign more
than one petition for the same office.
3. Elections shall occur during the course of that meeting.
4. Election shall be by secret ballot cast by delegate members.
5. Absentee ballots are not permitted.
6. A candidate is elected upon receiving a majority of the votes for the
office. Should the first ballot fail to produce a majority vote for any
office(s), a run-off shall be held between the two candidates receiving
the highest and second highest number of votes cast for the office(s).
7. The procedure for electing the remaining members of the Executive
Board shall be as follows. Each delegate member may vote for as many
candidates as there are vacancies to be filled. Those candidates,
equal in number to the actual number of vacancies to be filled,
receiving the highest number of votes shall be declared elected to the
Executive Board. In the case of a tie which results in a conflict, a
run-off between the tied candidates shall be held to fill the vacancies
remaining.
8. Elected officers and Board members shall assume their duties upon
adjournment of that meeting.
Section B Vacancies
1. In the event the office of President becomes vacant, the Vice
President shall succeed to the Presidency.
2. When any other office becomes vacant, the Executive Board shall
act to fill the office for the unexpired term. They shall use such
procedures for this as they deem advisable under the circumstances,
including if they wish, the holding of a special election with
balloting conducted by mail.
Section C Eligibility
1. Only member delegates are eligible to be officers or Executive Board
members.
2. No restriction shall be placed on the number of times a person may be
re-elected to office except that a Presidential incumbent is not eligible
for re-election of a second consecutive term.
3. No nomination shall be accepted unless the nominee has given assurance
of willingness to fulfill the responsibilities and duties of the office
for which he is nominated.
4. Employees and relatives of IBM and its subsidiaries are ineligible to serve
as officers or members of the Executive Board. However, IBM can appoint
an official non-voting representative(s) to act as vendor liaison at
Executive Board meetings and committee meetings.
Section D Duties of Officers
The Executive Board shall:
1. Establish official policy for the Association. This includes a code of
conduct and standard practices to be observed at all Association functions.
2. Monitor and supervise all Association related activities.
3. Establish fees for membership and registration for meetings.
4. Sanction special projects related to the Association.
5. Control the distribution of the Association membership roster to parties
internal and external to the Association.
ARTICLE VI MEETINGS
Section A Definitions for Meetings of the Association
1. A formal meeting is an event composed of one or more scheduled
sessions for the general membership of the association. The sessions
may be concurrent and/or contiguous for each day of the meeting.
A formal meeting is completed when adjourned 'sine die.'
2. The Executive Board will conduct separate meetings to conduct the
business of the Association. Board meetings will be open to all
members.
3. Committees will conduct separate meetings to discuss pertinent
topics of interest. Committee meetings will be open to all members.
Section B Schedules
1. Formal meetings will be conducted once a month. Locations for these
meetings shall be selected by the Executive Board based on the
recommendations of the Program Committee.
2. Executive Board meetings will be conducted at least four times a year.
The President shall select the meeting location.
3. Committee meetings will be conducted periodically as determined by
the committee. The Committee Chairman shall select the meeting location.
Section C Meeting Preliminaries
1. The agenda and other particulars for a formal meeting shall be distributed
by the Association Secretary to the members at least one week prior to the
opening day of the formal meeting.
2. The agenda and other particulars for a board meeting shall be distributed
by the Association President to the members of the Executive Board at
least one week prior to the opening day of the board meeting.
3. The agenda and other particulars for a committee meeting shall be
distributed by the Committee Chairman to interested members at least
one week prior to the opening of the committee meeting.
Section D Attendance
Attendance at all meetings is limited to members and guests invited by
the Executive Board.
Section E Proceedings
A recording secretary shall be assigned for each meeting. For formal
meetings and board meetings, this will be the Association Secretary.
For committee meetings, the Chairman will appoint a member to record
the events in a fashion acceptable to the Association Secretary.
Section F Restriction
1. No member or guest of the Association shall engage in employment
recruiting and/or interviewing at and during any meeting.
2. Meetings of the Association shall not be used as a vehicle for direct
solicitation of business. To clarify, the Executive Board or a Committee
Chairman may from time to time invite a vendor or consultant to a meeting
to describe their product and/or service. In this event, the vendor/
consultant can describe their product/service and pricing structure to the
general membership in attendance, but must avoid direct solicitation for
business from individual members during the meeting.
Section G Meetings
The date and location of any meeting to be sponsored by the Association or
by any of its committees must be coordinated with the Vice President before
being formally scheduled or announced.
ARTICLE VII COMMITTEES
Section A Establishment of Committees
1. A committee and its charter are established by the Association President
with the approval of the Executive Board.
2. The Chairman is appointed by the President with the approval of the
Executive Board.
3. The Chairman appoints the members of the committee. However, a
committee may be as small as one (1) member.
4. The Chairman shall keep the Association Secretary informed, on a
timely basis, of the membership and activities of the committee.
5. A committee may be dissolved, or its charter modified, or its chairman
removed by the President with the approval of the Executive Board.
ARTICLE VIII COMMUNICATIONS
Section A Distribution
The official distribution of information to the members shall be through
the Association Secretary.
Section B Nature of Material
Material sent to the Association Secretary for distribution is considered
non-proprietary and unclassified. Material is unequivocally subject by
the Secretary and the Association.
Section C Library
A library of material will be maintained by the Association Secretary in a
manner to be determined by the Executive Board.
Section D Association Communication with the Vendor
All official communications between the Association and the OS/2 vendor,
IBM, about matters of Association business must be conducted through
the Association President, or through such individual(s) as he/she may
designate.
ARTICLE IX PARLIAMENTARY AUTHORITY
Section A
"Robert's Rules of Order" shall prevail except that where they
conflict with these bylaws, the bylaws shall govern.
ARTICLE X AMENDMENT OF THE BYLAWS
Section A Proposals
Amendments to the bylaws may be processed by action of the Executive
Board or by a petition to the Association Secretary of seven (7) or more
members. Notice of a proposed amendment must be distributed to the
membership at least one month prior to the formal meeting at which
discussion is expected.
Section B Voting Procedure
Amendments to the by-laws shall be made by mail ballot. The Secretary
will mail the ballots to the membership within one (1) month following the
formal meeting at which the amendment was discussed. Ballots must be
returned to the Secretary within two (2) months of the closing day of the
Formal Meeting at which the amendment was discussed. A majority of the
votes returned within the above time limit shall be required to carry the
proposed amendment.
Section C Restriction
The Association Secretary or other members of the Executive Board may
not edit proposals for bylaw amendment.
