  4. China's party congress opts for a freer market but calls it
  5. socialism

  8.     The slogan has a familiar ring: there's nothing wrong with
  9. communism that a little capitalism can't fix. Last time around,
  10. that approach was called perestroika, Mikhail Gorbachev's futile
  11. attempt to rejuvenate the Soviet socialist system. Perestroika
  12. is alive and well and living in Beijing under an assumed name
  13. -- "socialist market economy."

  15.     More than 2,000 of the Chinese Communist Party's faithful
  16. gathered for their 14th Congress and dutifully applauded the
  17. concept. The socialist system, said party chief Jiang Zemin,
  18. depends on rapid economic growth. At a news conference, Hong Hu,
  19. vice minister of an economic-reform commission, was asked to
  20. define the socialist market economy. "It is," Hong replied, "a
  21. market economy that is subject to the regulation of a socialist
  22. country."

  24.     To make room for younger leaders, eight of the Politburo's
  25. 14 members, are to retire; all are over 65. Among them:
  26. President Yang Shangkun, Vice Premier Yao Yilin and Defense
  27. Minister Qin Jiwei. None of this indicates that China's rulers
  28. are contemplating any political relaxation. Yang and others who
  29. are leaving the Politburo will retain their government positions
  30. and their grip on power.
