  9.     Bashir looks around at all the people waiting in the 
  10.     Processing Center.
  11.  
  12.                     BASHIR
  13.                 (to Sisko, quietly)
  14.             So just how bad is this riot going 
  15.             to be, Commander?
  16.  
  17.                     SISKO
  18.             Bad.  The Sanctuary residents will 
  19.             take over the District.  Some of the 
  20.             guards will be taken hostage.  In 
  21.             the end, the government will send in 
  22.             troops to restore order.  Hundreds 
  23.             of Sanctuary residents will be killed.
  24.  
  25.                     BASHIR
  26.                 (shocked)
  27.             Hundreds.
  28.                 (shakes his head)
  29.             And there's nothing we can do to 
  30.             prevent it.
  31.  
  32.     It's a statement of fact, not a question.  Bashir shakes his 
  33.     head grimly.
  34.  
  35.                     BASHIR
  36.                 (continues)
  37.             Starfleet's temporal displacement 
  38.             policy may sound good in a classroom.  
  39.             But to know that hundreds of people 
  40.             are going to die, and not to be 
  41.             allowed to even try to save them...
  42.  
  43.                     SISKO
  44.             I sympathize, Doctor.  But if it 
  45.             makes you feel any better, the Riots 
  46.             will be one of the watershed events 
  47.             of the twenty-first century.
  48.                 (a beat)
  49.             Gabriel Bell will see to that.
