  9.             guessing.  Why?

  11.     Riker takes a beat... looks at Kira and then decides to lay 
  12.     it out for her.

  14.                     RIKER
  15.             The Maquis have been hearing rumors 
  16.             about shifting loyalties within the 
  17.             Cardassian government.  Certain 
  18.             hardline elements were "unsatisfied" 
  19.             with the Federation Treaty and are 
  20.             looking for a way to scrap it.

  22.     Riker gets up and goes back to where Kira is sitting, pressing 
  23.     his point home.

  25.                     RIKER
  26.                 (continuing)
  27.             We got our hands on an intelligence 
  28.             report outlining a suspected military 
  29.             buildup in the Orias System.  A secret 
  30.             buildup that even the Central Command 
  31.             is unaware of.

  33.                     KIRA
  34.             Are you telling me that you've done 
  35.             all this to attack a secret base 
  36.             that may or may not exist?

  38.                     RIKER
  39.             I'm convinced it does.  They're 
  40.             building an invasion fleet... and if 
  41.             we let them finish it, these... 
  42.             "renegade" Cardassians are going to 
  43.             use it.
